Question Fuel Cap

my fuel cap only opens when my car is locked. does anyone have any idea how to fix this so that the fuel cap is open when the car is unlocked.

i am hoping that someone can help me with this issue.

If it's always done it then maybe the wires are reversed on the lock motor, but I don't have a clue as to how to get at them.

Who would design a vehicle that falls over when you stop?
