Use my method and you don't need the clips, the cover simply is permanently bonded into place.
The adhesive is used to secure aftermarket spoilers and bodykits, so is well up to the task of a lightweight bit of plastic.
I've actually used the adhesive to bond an entire mirror unit back onto the door-mounted bracket, and its still going strong and will probably outlast the car. Done on a VW Polo and a Rover 25.
Given it's a <£10 fix or replace the entire mirror unit just so you can use the clips - it should be an easy choice.
This job should never be complete - the day I think I've done it all, is the day I resign.
