Hmm, you may have touched on something with the tension on the wire. Both do appear to have same amount of tension on the wire. But I dont know how to go about making an adjustment on that tension - I dont have the skills or probably the right bits ie if I have to adjust the cable wire nipples- and they might not be adjustable - I dont have any laying about if I lose em.
I have tried to manually engage the working catch by pushing down on catch with a screwdriver that has same diameter as the bonnet 'bar', but I couldnt get it to engage. Female technique is wrong! I didnt see your post till tonight, so shall go and look at it again tomorrow in good light.

When you can, try removng the cable from the dodgy catch. Bit of string tied to it first unless it's easy to get from underneath.
Looks like you can get some long nose pliers in to pull it clear of the catch.
If nothing else it will prove if catch or cable.
