Rubbing inner wheel lining

i have a 2001 scenic which has passed its mot but an advisory note mentioned that the inner wheel lining on the nsr occasionally rubs on the wheel. Has anyone heard of this and if so what would the correct action be to remedy this?

The retaining clips may have come adrift - but can be bought from Renault for around 30 pence each - on the other hand the liner may be broken and need repaired or replaced. The advisory from MOT is in case it dislodges further and get tangled around the wheel or drive-shafts leading to more serious safety issues. Many people are tempted to remove it altogether - but modern cars need all the help they can get to prevent water ingress
