When lacquer is applied, you really need a heatgun or hairdrier to fuse the lacquer and prevent it absorbing airborne moisture as the lacquer dries. What you have is what is referred to as 'blooming'.
I would give the lacquer a light key, then a couple of coats of basecoat, then lacquer - this time with heat straight after spraying.
