To clean properly you need to remove the wiper arms, then the covers. Once in there, remove the wiper motors (two 10mm bolts) and clean any debris from the area and dry it thoroughly and check for rust. If all is good give it a coat of wax and polish to deter anything from sticking and unplug and give the motor electrical connections a clean with wd40 or similar. Plug back in and waterproof them with Vaseline or spray grease and give the spigot a dab too. Replace everything and you're done, it's worth doing twice a year as general maintenance.
