Spire / speed nuts front bumper??

My bumper is hanging loose, the plastic has come away from the bolt holes on each side and the bolts are just spinning held in by clips or spire nuts or whatever they are? Is this fixable? Drill new holes etc? Completely lost, spent all day trying to get the nuts out, and I know when I do new bolts aren't going to hold it properly? I also don't have any wheel arch liners holding the bumper either! I bought it like this ?

It may help members to respond if you're able to post a pic of the bumper fixings. Also what car is it for? .. can you complete the 'my garage' details on your profile please.

Sounds like my undertray.
Generally blind fixings on cars are either welded nuts being a hole in the pressing or clinch nuts of some description.

If clinch nuts they can sometimes be sorted with some two part epoxy, re-clinching with a hi tensile screw and washer or pulling out and replacing.

A photo would help us see what would be best.
