Personally speaking, I'd take the liner off, and use some Tiger Seal to bond the sections back into place - it'll never be noticed once its back in place.
Regarding removal of the liner; it will probably be held in place with some large Allen-style bolts (or possibly torx), plus a couple of plastic hooks into the wheelarch surround.
You may well find it easier to remove the wheel first to allow access.
