It needs laquered mate -for sure.

I had to do the rear quarter panel on one of my old cars.

I did all the same things you did (isopon etc), when it came to spraying I used a red base coat, followed by the main red colour, then applied laquer afterwards.

This is the process that you need to go through for a proper finish, the Halfords sprays are/were at the time, all 3 stage systems, potentially you could ignore the base coat but you must use a clear lacquer over the top, THEN polish it.

If you are respraying a bumper/panel that's a different colour, it has to have the base coat or it will not be the same colour (unfortunately paint fades over the years so it'll never be exactly the same colour out of a retail can)

Give it a coat of clear though it will be a much more hardwearing finish for it.

What can 'dull' the paint finish is moisture absorbtion. As the solvent aspect of the paint evaporates, moisture is drawn from the air onto the fresh paint - this takes away a lot of the shine.

The way around this is to use a heat gun to dry the paint just after applying each coat - it will also allow you to apply the paint in a heavier coat.

Painting outdoors is never easy (too many factors outside your control), which is why I always try to avoid it.

Best of luck,

This job should never be complete - the day I think I've done it all, is the day I resign.
