This is the wrong time of year to be doing rust repairs to be honest,it's usually something thats best left to the summer months........although having said that our last few summers haven't been much good either!.

Idealy you need to take the whole area back to bare metal and clean/cut away any rust that is there.Until you get the paint off you won't be able to see the full extent of the corrosion, and I suspect that as you take the paint off you've find more areas of rust that are hiding away ready to bubble through in the near future. You could do a quick repair by just rubbing down the effected area, using a little filler to give a smooth finish and then prime and paint it,but it would be a temporary one.
