If the ambient temperature is warm, then lacquer can start being applied around 30 mins onwards from the last basecoat.
Although, it is important that your first coat of lacquer is just a fine dusting, so as not to dissolve into the basecoat, which would create a mis-matched finish.
I would allow 10-15 mins between lacquer coats, and be wary of the effects of gravity on a saturated surface, build it up gradually.
