Sounds like this could be what has happened with my 2001 1.6 phase II Laguna.
I don't know the full story with it but the previous lady owner had the clocks replaced due to a fault. I bought the car with inacurate mileage as the only documented mileage was its previous MOT last July, which was 43k. At the time of the change the exact mileage was unknown so it was left at 0miles. The car now has just over 2000 miles on it since its change late last year.
If your right and this is an easy fix then that is a poor show with regards to the garage that replaced them.
The previous owner has lost a small fortune on the car with getting the new clocks fitted and then selling it to me for only £1600 due to the mileage discrepancy.
