The clip is spring steel and the caliper is alloy so your chances of drilling it out without damage to the caliper is slim.
The hole in the caliper that the end of the clip goes into is accessible from the other side (not a blind hole) so maybe you can knock it out that way.
If I remember correctly the inside hole is often hard to see because it fills up with dust etc, have a scrape around and you should find it.
Tapping the snapped off bit of spring in and out should eventually free it off.
When fitting the new clip put a bit of copper grease on the ends to stop them sticking into the hole.
