Did you clean the lip on the outer edge of the drum ??

To explain, the friction surface of the drum wears.
This leaves a small lip on the outer edge.
if not cleaned, when you pre-adjust handbrake auto adjust so the drum just slips over the shoes, you still have a gap between shoe and drum.
The auto adjust on handbrake doesn't take this up cleanly so you end up with shoes not contacting full surface.

I bolt the drum open end out on the hub and hit the edge with a belt linisher ..two spins and it's done.
Bit longer with a half round file.
Only the edge, don't cut into the friction surface but makes the world of difference.
