Yes you are right I think. On closer inspection I could see a spring of thick wire around an end-plate that presumably holds it all in, but there seems to be no way to get it out and certainly not back in again.
None the less, I managed drain all dirty fluid out. It seems some was still in there even though I had previously flushed the system. I guess the dirt was heavy and sitting at the bottom. I also removed the pressure sensor, gave it a clean (contact cleaner spray in the end) and re-installed.
Finally I also removed the air filter from the pedal side of the vacuum servo and cleaned it. Then pressure bled the system.
All seems to work much better now.
