Smile sunroof and window problem

I have a 1999 megane scenic and both the sunroofs dont work and the passenger window doesn't work, i have checked all the fuses and they are all ok, at one point they all started working again but now they have stopped again, is there a control unit that controls them all or a relay, if so can anybody help.

The windows run off fuses 1, 3, 17, 38
Sunroof is fuse 25
At the back of the fusebox there are 2 relays the left one is for the heated seats/ sunroof the right one for the rear windows.
