The panel pops out - you just need to wedge something behind one of the sides, between the dash and the panel and genlty lever it out. Take care not to mark anything.
The hazard switch will just be clipped into the panel. Have a good look at it and it should be obvious how it comes out. You won't need to replace the panel itself or any of the other switches.
Renault hazard light switches seem to be a weak point. My Last Laguna's switch required a good hard thump to get it to latch back into the off position if you'd used the hazards. I got it changed under warranty at the next service.
