Lightbulb Clio I Rev Counter Problem

My girlfriends Clio 1.4 RT 1994 rev counter works but never goes above 3000 RPM. I know that it is actually revving higher than this but it isnt indicating this. I am thinking that it is a sticky needle or something.. Any ideas Renault owners????
