Depending on how comforatable you are with this, bearing in mind the high voltages involved. You can take the bulb out of the affected headlamp put it in the working one. If it continues to work then its the ballast thats faulty.

Type "xenon headlights" in the search box and read the threads there, hundreds of answers.

A problem well stated is a problem half solved !

Agreed. If it turns out to be the bulb you may need to replace both if you want an exact colour match.

These lamps are D2R type. You can get a pair from e-bay for about £60. Original Philips types cost about the same for a single lamp.

One thing to note is the colour temperature of the lamp. Original factory fitted units are usually 4300Kelvin (which gives a relatively natural white light).
A 6000Kelvin lamp looks decidely blue. You can even get 8000K or more (which in my view are way too blue).
