When it's going slow does it speed up if you run a hose over the rear screen to lubricate it?
If it speeds up then it's caused by excessive friction if it doesn't then I would suspect the motor also.
Has it always done this or has it just started recently?
Maybe the wiper blade is too big for the size of the motor?
Maybe the wiper blade rubber is perished and has increased the coefficient of friction. If so a new blade would sort it.
