1997 clio alarm immobiliser problem 1.2

cannot turm alarm/immobiliser off at all, battery now disconnected, also brought a new IR reciever and fitted it with battery disconnected, everytime we connect the battery, alarm activates and the key fob will not de activate it. had the key tested, and is working and sending the signal. at the moment cannot do anything because everytime we connect the battery the alarm activates. the engine turns over but is still immobilised.
