1.4 clio rt 1995 whats been stolen need help

my mums car was broken into last night and there appear to be some parts stolen. The lower half of the steering cowl has been removed and taken, I also have a white plug that has two yellow wires that come from the ignition switch, should this plug be attached to somthing. The car has no power to anything, however the engine will turn over. Does anyone know what has been stolen so i can try to source the parts.

Sounds like the toerags ripped the steering cowl off to try and hotwire the car / bypass the immobiliser.

I imagine the plug should be plugged into somewere, as from the sounds of it the immobilser isnt getting switched off and therefore not allowing the car to start.
