Megan II Handbrake question

Sorry if this is a dumb question, but I'm quite new to all this!

The handbrake on my Megane will only lift up about half way. Even lifting it that far takes a bit of effort, it seems to have a fair bit of resistance.

I have a couple of spare levers (just finished with the dreaded button problem), not currently attached to a car. They lift all the way up with no problem. I got the car about 5 years ago and the handbrake always lifted up to the halfway point and no further, so I assumed this was normal. Other than this, the handbrake seems to be working fine.

Attached picture shows the handbrake pulled up as far as possible. Is this a problem? Something I can fix easily?
