I was having difficulty removing the wiper arms because one of them was stuck on with Locktite. In the end I bought a two pronged gear puller and that worked on the third attempt (with WD40).

It turns out that the alarm is actually located in the centre of the car, just below the front windscreen under the bracket that holds the wiper mechanism. The problem was causes by a corroded connector. There is a special "waterproof" connector that connects some wires to the alarm. This connector leaked and had to be replaced.
