Can it be Thermostat???

My Laguna wont warm up properly as i another cars temp. would reach to normal level mine stays still cold both the temp gauge and hot air from the vents. I am 90% sure the temp gauge is not faulty because in a hot day and in a heavy traffic the temp gauge went only up to quarter mark. The other thing i can think of is can it be the thermostat stuck open or taken off by previous owner and; I dont think so because the top hose from radiator to thermostat is warm and the bottom hose is cold!!
I dont understand what is going on?? the fans are not cutting either so does anyone knows why?? please help, any suggestions and ideas highly appreciated
