If the caliper holders are fitted with stainless spring shims where the pads sit, try taking them out and scraping off any rust behind them.
If there are no shims, just use a flat blade screwdriver and a hammer to break off any rust scale if there is any.
Don't go wild with a grinder or you could end up with loose pads that rattle.
As JBW is hinting, some cheap pads can be the wrong shape and need a bit of modifying but if you had to lever the old pads out, suspect rust build up.
Painting is optional.
Don't paint where the backing plate of the pads will sit but you can paint under shims if you want providing the paint isn't thick.
I'd just clean and lube.
Goggles, mask and gloves, yes.
