Scenic Rusty Beam

Hello, my year 2000 Scenic has a 'Beam' that spans the width of the car linking the sills, it sits just in front of the fuel tank. I presume it's there to add some stiffness to the body shell?

Mine is very rusty and perforated in places, is this replaceable and is it tricky, looks welded? Is it an MOT failure item?
