This is an interesting issue - I have a '07 Megane II Grandtour and one of my rear calipers has seized about a year ago. I've changed both just in case. The new ones were ATE (well, with TRW markings, but built by ATE - came in ATE boxes and all), the old ones original Renault.

None of them have external return springs, although they have the notches for them. I've also kept the old calipers and the working one returns normally (actually with quite a bit of return force) even though there isn't a return spring, so I'm guessing that there is an internal spring in the mechanism. I'm currently in the process of dismantling the seized caliper, although I'm missing long nose circlip pliers to remove the circlip inside and have a look at the mechanism - I'll post back if I find something interesting inside...
