Any nut or bolt to be torqued, MUST be DRY. Otherwise they WILL be OVERTIGHTENED.
Therefore wheel bolts too should be dry & clean. Also oily bolts attract muck, which makes them tight. Garage monkeys oil them again, and so on
So IMHO put away your grease, oil & copperslip, find your wire brush.
Except for between ally wheel & Steel hub, then copperslip is essential.
