Does the weaker side still pass the minimum efficiency requirements? Common causes of imbalance are oil /brake fluid contamination of the linings or drum/disc surfaces, warped discs/drums, grooved discs/drums, corrosion on the brake cylinders making them stick, adjusters not properly set in place or corroded, or air in the brake line.
Only by removing the road wheel and visually inspecting the brakes will show up what is wrong.
