Yeh that is the instructions for bleeding a system with no priming bulb - the problem with self-bleeding systems is that they can draw air and run on quite happily as long as it can get a supply of fuel. They just constantly keep bleeding themselves. If you think the pump is cavitating then the only place it could be drawing air is between the fuel tank and the pump. When changing the filter did you replace all the rubber rings.
