First off, how handy are you with the spanners?
Sounds to me that this garage of yours doesn't have any experience of EPB's.
My guess is that the EPB operated when the cables were disconnected or they failed to pump the brakes to set the calipers before using the EPB.
Either way IMHO the EPB unit needs to be removed & mechanically wound back as it will be jammed at the end so hard that the reset won't work.

One CANNOT just fit another new or s/h without reprogramming, but others have bought s/h mechs & refitted the old PCB which matched the car.
Do a search for "EPB", I just did. I also know how to reset the dash nag, but let's get the mech bit working first.
