Yh it's definitely the sill. I've removed all of the carpets to dry because they're all wet. and I can hear the water, as I drive, sloshing up and down the car and then overflow into the driver's footwell through a hole on the inside of the sill.

I've removed some of the rear trimming and managed to unblock, what I'm hoping is, a drain hole and the water gushed out, but I'm not sure if there'll be a front drain hole as well? And if there is I'm not sure how to get to it
Just had a look at a 2002 clio.

On the lowest point of the outer sill there is a lip pointing downwards.
If you run your fingers along the back of that lip, there are a few raised bumps where the body panels don't quite meet.
I would expect water in the sill to drain from those.
I suppose they could block with dirt over time.

Give them a poke with and see if any water comes out.
