Ok found the solution
Bought the AutoGlym 'Intensive Tar Remover' today!
Simply dampened a cloth with the solution and then 'polished' the effected areas of the car. the Tar simply wiped off with the stuff!
Gave the car a quick wash down with the hose afterwards (as recommended on the bottle) and hey presto good as new

It is a good price. Special offer as I use the guys regularly during the winter to simple wash off the road salt etc when the weather permits me from not doing it. But I don't think they are that much more expensive for Mr Joe Bloggs of the street.
It's not that I would prefer someone else to do it but simply to get it done right. Particularly the steam clean and treatment of the interior etc. Carplan seat and carpet cleaner is good
but not as good as getting the pro's to do it
