Yes that is the thermostat housing.. However if I remember correctly it has been superceded by a different housing design.
The old housing is a sealed unit and is plastic welded.

The new kit contains the main housing, Thermostat valve and Thermostat cover. So make sure you get all the new bits including the gaskets..
