It is a tube containing a fluid which is put on the thread of bolts or screws to secure them and to prevent them from working loose. This product is available from any accessory shop.

And Nylock nuts, have a nylon washer built-in which inhibits the nut from being loosened by accident/vibration. As Chrism correctly states in the post - they are of single-use only.

you can use wire thread inserts (like my avatar picture)
that will hold the thread tight and does not require any thread locking compound - (locktight is a brand name)

The post refers to the rear hubs that are nylock nuts.

I always re-use them and am yet to have a problem.

I'd rather push my Alfa than drive a BMW....
