erratic idle speed / funny engine noise- HELP

Hi, I have owned my 1.9 dci 2001 megane scenic foir 4 weeks, I brought it from a family friend and have had no trouble but for the last few days, occasionally when I am stationary in neutral the engine makes a "whiring" noise and it sounds almost like the engine is getting blocked. Can anybody help in telling me what the problem is. Thanks

Could be the radiator fan cutting in when the engine gets hot in traffic. Next time try to pull over and have a close listen
