There ain't any valves - usually there is only one motorised pump with 2 outlets - which is capable of pumping in either direction of rotation. This changes when the polarity of the pump is changed via the switching system. The pump could be damaged or furbarred. Time to investigate the pump and its connections. The washer reservoir is usually behind the front bumper and in some case can be acessed via the inner front wheel arch.
As a matter of interest did this problem occur after a heavy frost
