Hard shoulder to be used as an extra lane?

Apparently there have been discussions with a view to utilising the hard shoulder as an extra lane on motorways..whaddya reckon? a cheap way to reduce traffic congestion or a huge accident waiting to happen?

i dont know, i drove allong the m42 trial zone at 50mph (enforced) in rush hour and the traffic were flowing rather nicly, goto the end of the trial zone, back upto 70 and the traffic flow was just the same really.

but it would take just one car to do a mile more than it wanted, and the system would goto pot, everyone on the hard shoulder would ether come to a standstill, or go into the first lane, and this would create a bottle neck.

The plan is to add extra lay bys to allow you to get out of the way of emergency services, but after an accident it's clearly all going to go to pot. It's just another ridiculous suggestion from an inept government. Why not sort out the roads in the first place by educating drivers to use the spare lane (ie. lane 1) on the motorway for starters?
