It all comes down to definitions really. Illegal means 'against the rules'. The Highway code is amongst other things a 'rule book' so therefore, yes they are parked illegally.

However, some rules in the highway code and considered as a criminal offence, others are not. I am almost certain that this does not constitute a criminal offence, so the Police are unlikely to get involved.

What about your local council though? If a council can fine a resident for not putting their refuse out 'correctly', maybe they have some power in this case. Maybe worth a quick call to your local council offices.

Councils don't have powers for this - I should know I'm a Civil Enforcement Officer for one. CEOs are formerly known as Parking Attendants - AKA Traffic Wardens to most folk.

There is nothing the council can do unless (as previously stated) there are yellow lines there or some other form of parking restriction.

Otherwise, as I've already said, Its a police job for obstruction.

Its up to you guys whether or not you listen to the voice of experience or decide you know better... I won't say it a 3rd time.
