You could just call your local force HQ (I presume that they, like most now, have a non-emergency number you can ring).
Depending on how helpful they are, describe what happened and ask them to create an incident log and have them pass it to the roads policing unit that covers the area where the incident happened. Don't forget to ask for the log number and add it your records.
However my preferred choice would be to find out what force covers that area and phone them direct yourself.
