They enforce this very heavily too.
Years ago you could move a car quite easily and the local cops wouldn't worry too much. These days they're very hot on it.
Quite right in my opinion - there's enough danger out there on the roads without increasing the risk to all - cars without MOT's have no place on the roads - full stop (unless, of course they are heading directly for the MOT - just in case anyone was about to correct me on that point
When I bought my 28 year old Corolla Coupe, I had it transported from London to Larbert (around 400 miles) for around £300. If you look online, or in the back of Classic Car Magazines, you will find plenty of choice (and hopefully a bit of competition on price) to assist you.
