TBH, airbags, like other products containing explosive charges (i.e. bullets/fireworks) can only truly be tested, by firing them (which unfortunately renders them useless).
The manufactures throw numbers around, but the fact is - no-one knows if an airbag has a shelf-life for sure (for the above reason & the fact its a relatively new technology) - its not like a seatbelt where visual checks can be carried out.
All I can say is that the assumption has to be made that when the system self-checks on start-up, and the lights then go out - that all is well.
I think the impact looks offset, and as Mord pointed out - if no-one was in the passenger seat, then they probably wouldn't deploy in any case.
This job should never be complete - the day I think I've done it all, is the day I resign.
