They are fitted to all modern petrol cars(not sure from what date...),and it just prevents venting fuel vapors into the atmosphere.As far as I'm aware,they aren't ever replaced,but I would stand corrected on that.I've certaintly never seen it as part of any service schedule,and I personally have never changed one for any other reason than if they are damaged.

I'd rather push my Alfa than drive a BMW....
