Whilst it is possible all calipers are seized (although highly unlikely) - open a bleeder at one brake and see if that wheel turns freely - if so it is either a hydraulic or servo problem. After the engine has been running and when you switch off and press the pedal a couple of times you should hear the servo hissing until it looses all its vacuum and the pedal should go hard.
