Fuel filling neck (behind the fuel cap)

Hi All.
I have just started with a problem with my 2001 Clio 2 pre face lift/clio 3. When I fill up with fuel and remove the nozzle it has more resistance than normal. Looking into the filler neck I see that the metal flap that should be covering the rest of the filler neck has a section that I can see at the bottom that I shouldn't. Is this just a case of it's just been dislodged and will work it's way back with time or do I need to get in there and correct it. If it's the latter how do I go about getting access to it to do so. I hopefully have been successful uploading a picture to show what I mean, Apologies for the quality as it was taken with my phone which has no flash
