Unfortunately Renault are renowned for their not so good customer service.
Do you know the history of the car? Has it been involved in an accident of any sort? In what way has it failed - wear and tear or physical damage/broken components? As you say 16K does seem a low mileage for the steering rack to fail. Have you tried contacting Renault yourself or is it just your dealer that is telling you not to bother?
I would write to
Renault customer services
and see what they say. Don't phone or email as I find you tend to get a better response ( if they do bother to reply) by writing a letter, also send it by recorded delivery. Don't be rude and demand a relacement, just state facts and express your disappointment that your car has such an expensive problem at such a low mileage. Also praise the cars other aspects that you like it may help, rather than completley slagging it off.
