I don't know of any Scenics where the mirror switch is isolated by the ignition switch - every one I tried is always live even on the very latest model Renaults.
Moving the supply from battery to ignition will only make sure that if a fire breaks out it is when you have the key in the ignition. Any modifications to wiring must be carried out by Renault - it may even invalidate your insurance should you need to claim. Fireballs advice is correct.
Lowering the fuse size is a good idea. It may not prevent a fire in every case but might catch it before its too late.
