to remove the residue youll need to use t&g remover(tar and glue)

as for the rust. you have left this way to long,and will need plating/possibly a panel ?

i was reading a comment posted by VelSatisfied and he stated
"inspect your car regularly" this is so true which a lot of people just dont seem to do, they leave things to long then the inevitable happens the rust is beyond a repair other than build a plate(which will cost a lot of money), people miss the fuel area when washing not drying the inside also people let over spill of diesel or petrol which will also accelerate rust if not removed
