Blimey,that is rusty!

I think you'd have a job to plate it due to it's shape,so you really only have two options.

1/leave it and live with it

2/Find a Clio in a breakers yard with a good panel,cut the section out and have it welded into yours.A new panel would be extremely expensive as I strongly suspect that you'd have to buy a new rear quarter panel..A decent body shop could join the second hand panel in and fill over the join and paint it,but not even that will be particularly cheap,especially as the tank and filler neck would have to be removed before you went anywhere near it with a welder!

I'd rather push my Alfa than drive a BMW....
